Okay, I relent: The Caligula Effect isn't actually an equine-themed political simulator, it's the latest RPG from FuRyu (Unchained Blades, The Legend of Legacy), featuring a scenario penned by Satomi Tadashi (Persona 1&2, Digital Devil Saga).
