Best: the most entertaining, thoughtful, engaging, compelling, playable, original, and memorable. I kept these traits in mind when poring over the RPGs I had beaten from the previous decade. I chose those that I remember most fondly, those I thought about most often, those that I find myself wanting to play in the middle of playing other games. The order of the best is not supposed to be arbitrary, and most of it isn't. These are the ten best from a decade full of adolescent growing pains for a comparatively nascent medium, those that saw RPGs grow from babes to adults. Those that weathered that harrowing, awkward time of growth and proved no worse for it.
